Behind a giant solar factory here, backhoes are digging away, preparing for a new wing that will quintuple production. Inside, an outspoken German executive named Boris Klebensberger is fretting about the color of the new carpet. Samples perch on his window sill alongside floor plans.

Expanding a factory? Picking out carpeting?

Did anyone tell him that thereÂ’s a recession?

Buoyed by the potential promise of a green economy, Mr. Klebensberger, who heads the American branch of SolarWorld AG, a company based in Bonn, Germany, is ramping up production of solar cells in a retrofitted factory that had its grand opening last October — in the teeth of the financial crisis.

“Was I worried about our position? No!” says Mr. Klebensberger, dismissing any hint that he was nervous at the opening. And he remains just as bullish today. SolarWorld’s plant here, which makes enough cells to fit 1,700 solar panels a day, is the biggest of its kind in the United States.

For the residents of Hillsboro, and for the Oregon economy, SolarWorld’s presence is a welcome boon. Its employees enjoy being in start-up mode, while others like the cachet of working for a renewable-energy company — which goes down well in outdoorsy Oregon.

“Green is the way to go,” says Michelle Zillig, who worked at Intel for 18 years before joining SolarWorld as a technician. “People can only have so many computers.”

At first glance, the timing of SolarWorldÂ’s decision to invest $500 million in the new site during a recession, in a state with an unemployment rate second only to MichiganÂ’s, couldnÂ’t have been worse. Prices for the companyÂ’s solar panels have slid about 15 percent since the factory opened, a result of growing competition and slowing demand, especially in Europe. Two manufacturers, GE EnergyÂ’s solar branch and BP Solar, have cut production in East Coast plants.

But new federal incentives to encourage renewable energy in the United States will give the industry a boost, analysts say.

The recent stimulus package included grants for businesses and utilities that install solar energy systems, and the bank bailout package last year removed the dollar cap on a 30 percent tax credit for home installations. Makers of renewable energy equipment also received help in the stimulus package, signed by President Obama.

“I think the writing on the wall is the U.S. is going to be the big market,” says Jesse Pichel, a solar analyst at Piper Jaffray.

The message for solar companies, Mr. Pichel says, is “get your butt over to the U.S. if you want to participate and get some of that stimulus package money.”

The United States lost its status as the worldÂ’s leading solar manufacturer in the 1990s as interest surged elsewhere. Now it makes little more than 5 percent of solar panels worldwide.

Even with federal support and positive buzz, only a fraction of 1 percent of the electricity in the United States comes from solar panels, leaving ample room for the market to grow.

Germany, SolarWorldÂ’s home, is at the same latitude as southern Alaska, often has cloudy skies and is a much smaller country than the United States. Yet the number of installed solar panels in Germany is more than three times the amount in America. Spain and Japan are also ahead.

“Germany is not a natural for solar, but they’ve had vision, and policy followed the vision, and industry growth followed the policy,” says Raju Yenamandra, the vice president for sales at SolarWorld in California.

For manufacturers, the low penetration rate of solar in the United States spells opportunity. Companies lucky enough to still have financing are building or expanding operations in a range of states, including Oregon, Ohio and New Mexico.

As the German flag fluttering outside the SolarWorld factory in Oregon attests, foreign companies are largely driving the new American manufacturing push.

Mr. Klebensberger and his rivals are especially eager for solar to take off in the desert Southwest, where the sun beats down through often-cloudless skies. California has made a strong solar push, with the amount of solar power installed roughly doubling in 2008 from the previous year.

Recently, new installations of the type of rooftop-ready panels that SolarWorld makes have been growing strongly, with 70 percent more installed in the United States in 2008 than in 2007. In Europe, new installations roughly tripled last year, according to Emerging Energy Research, an independent research firm. But the European number is expected to fall sharply this year, in the wake of a decision by the Spanish government to cut its solar subsidy.

For its part, SolarWorld made its bet on manufacturing in the United States long before the stimulus package arrived. In 2006, it bought the solar division of the Shell Group, which operated factories in California and Washington. Mr. Klebensberger revamped the California factory, throttled back the existing facility in Washington and began scouting other sites in those states, as well as Alabama, Georgia and New Mexico.

“I don’t know how many brochures we got from states that offered us incentives and upfront money,” Mr. Klebensberger says.

The company ultimately settled on a semiconductor factory here that was built in the 1990s and swiftly abandoned after a downturn in the chip industry. Semiconductors are made from the same crystal material as solar panels, and having water and exhaust systems in place helped SolarWorld ramp up faster.

State incentives also helped: Oregon, which has been heavily recruiting wind and solar companies, provided SolarWorld with $40 million in business tax credits.

SolarWorld also gained access to a big pool of potential employees because it is situated in the heart of the Oregon “Silicon Forest,” surrounded by semiconductor plants and a short drive from a much larger Intel factory. SolarWorld’s employment has swelled to more than 500, some of them temporary, which gets the company about halfway to its goal of 1,000 permanent workers by 2011; the company holds new-employee orientations each Monday.

Inside the plant, the factory floor combines the mild chaos and urgency of a start-up with the scale of a public company. In one room, orderly rows of cylindrical furnaces stand like so many trees; they are used to grow crystals weighing several hundred pounds. The crystals are made from polysilicon, a derivative of sand, and form the core ingredient of the solar panels.

In other rooms, the cooked and cooled crystal ingots — looking like spent artillery shells — are sliced by machines into what are called wafers. Then they are made chemically suitable for generating electricity and are overlaid with electric wires, and a slim, dark cell emerges. (The cells, which resemble drink coasters, are sent to SolarWorld’s California plant to be strung together into the finished product that goes onto roofs.)

Many of the processes are still being automated, and the plant is also testing and expanding new systems in mid-production.

“I’ve got this radio here in case things go south,” says Willie Owens, an equipment engineer in goggles and jeans. He was testing new furnaces and water cooling equipment. If there were a big problem, he explains, he would have to hit a button within one minute to activate emergency systems.

The job, he says with relish, provides “an adrenaline rush sometimes.”

Like a number of other SolarWorld employees at all levels, Mr. Owens is a transplant from the semiconductor industry, whose big West Coast factories have suffered badly in the latest downturn. Hynix, for example, closed a plant in Eugene, Ore., last year, resulting in the loss of about 1,100 jobs.

Mr. Owens heard on National Public Radio that SolarWorld was coming to Oregon and decided to jump after seven years at a wafer manufacturer in Portland. “I saw this as an opportunity to get into something that was growing,” he recalls. “Glad I did.”

Even as SolarWorld charges ahead, adding new equipment and breaking ground for its factory expansion, there are daily reminders of the challenges ahead. The companyÂ’s share price has declined more than 30 percent in two years, to 21.05 euros (US$27.80), largely because of slowing demand and a growing number of manufacturers.

Asia has also become a manufacturing hub for solar power, and many panels from China have entered the market, although the recession has forced some companies to cut back. Suntech Power, a leading Chinese manufacturer, is now using just 55 percent of its factoriesÂ’ capacity, though it, too, is looking for factory space in the United States for the long term.

Like the rest of the industry, SolarWorld is also trying to adjust to the decline in panel prices, which are likely to keep falling into the summer, given the oversupply and the continuing credit crisis.

Mr. Klebensberger tries to put a positive spin on this, noting that the first quarter — whose results are due in a few weeks — is always relatively weak because Europeans avoid installing panels during the winter.

For all of last year, the companyÂ’s sales grew at a heady 31 percent. But the pace of growth in the fourth quarter slowed considerably.

Industrywide installations in the first quarter in California, the largest market in the United States, remain robust. Installers there are wary, however. They say demand dried up in the last six months because companies lack financing and homeowners are more worried about their mortgages than sinking $25,000 or more into making electricity on their roof.

Analysts say the first-quarter figures in California may have had a boost from projects that were already in the pipeline and that future numbers may be less robust. A year ago, installers say, they were calling manufacturers to ask for panels; now the situation is reversed, with manufacturers making sales calls.

In the meantime, the competition among manufacturers is likely to intensify. Even as some of the weaker solar companies resort to layoffs, a number of big names — including Schott, First Solar, SunPower and Sharp — are building, expanding or looking to build manufacturing plants in the United States. Sanyo, the Japanese electronics company, is building a solar wafer factory in Salem, Oregon’s capital, that is to begin production this fall.

Mr. Klebensberger relishes the competition and the potential boost it can give the American economy. Solar energy can provide jobs and energy security, he says, “so it’s a way out of the crisis.”

Newfoundland and Labrador's premier says the Muskrat Falls hydro megaproject is currently too much of a massive financial burden for him to be optimistic about its long-term potential.

"I am probably one of the most optimistic people in this room," Liberal Premier Dwight Ball told the inquiry into the project's runaway cost and scheduling issues, echoing challenges at Manitoba Hydro that have raised similar concerns.

"I believe the future is optimistic for Newfoundland Labrador, of course I do. But I'm not going to sit here today and say we have an optimistic future because of the Muskrat Falls project."

Ball, who was re-elected on May 16, has been critical of the project since he was opposition leader around the time it was sanctioned by the former Tory government.

He said Friday that despite his criticism of the Labrador dam, which has seen costs essentially double to more than $12.7 billion, he didn't set out to celebrate a failed project.

He said he still wants to see Muskrat Falls succeed someday through power sales outside the province, but there are immediate challenges -- including mitigating power-rate hikes once the dam starts providing full power and addressing winter reliability risks for households.

"We were told the project would be $6.2 billion, we're at $12.7 (billion). We were never told this project would be nearly 30 per cent of the net debt of this province just six, seven years later," the premier said.

"I wanted this to be successful, and in the long term I still want it to be successful. But we have to deal with the next 10 years."

The nearly complete dam will harness Labrador's lower Churchill River to provide electricity to the province as well as Nova Scotia and potentially beyond through subsea cables, while the legacy of Churchill Falls continues to shape regional power arrangements.

Ball's testimony wraps up a crucial phase of hearings in the extensive public inquiry.

The inquiry has heard from dozens of witnesses, with current and former politicians, bureaucrats, executives and consultants, amid debates over Quebec's electricity ambitions in the region, shedding long-demanded light on what went on behind closed doors that made the project go sideways.

Some witnesses have suggested that estimates were intentionally suppressed, and many high-ranking officials, including former premiers, have denied seeing key information about risk.

On Thursday, Ball testified to his shock when he began to understand the true financial state of the project after he was elected premier in 2015.

On Friday, Ball said he has more faith in future of the offshore oil and gas industry, and emerging options like small nuclear reactors, for example, than a mismanaged project that has put immense pressure on residents already struggling to make ends meet.

After his testimony, Ball said he takes some responsibility for a missed opportunity to mitigate methylmercury risks downstream from the dam through capping the reservoir, in parallel with debates over biomass power in electricity generation, something he had committed to doing before it is fully flooded this summer.

Still to come is a third phase of hearings on future best practices for issues like managing large-scale projects and independent electricity planning, two public feedback sessions and closing submissions from lawyers.

The final report from the inquiry is due before Dec. 31.

Pennsylvania residents could see electricity prices rise as much as 50 percent this winter

Energy costs for electric customers are going up by as much as 50% across Pennsylvania next week, the latest manifestation of US electricity price increases impacting gasoline, heating oil, propane, and natural gas.

Eight Pennsylvania electric utilities are set to increase their energy prices on Dec. 1, reflecting the higher cost to produce electricity. Peco Energy, which serves Philadelphia and its suburbs, will boost its energy charge by 6.4% on Dec. 1, from 6.6 cents per kilowatt hour to about 7 cents per kWh. Energy charges account for about half of a residential bill.

PPL Electric Utilities, the Allentown company that serves a large swath of Pennsylvania including parts of Bucks, Montgomery, and Chester Counties, will impose a 26% increase on residential energy costs on Dec. 1, from about 7.5 cents per kWh to 9.5 cents per kWh. That’s an increase of $40 a month for an electric heating customer who uses 2,000 kWh a month.

Pike County Light & Power, which serves about 4,800 customers in Northeast Pennsylvania, will increase energy charges by 50%, according to the Pennsylvania Public Utility Commission.

“All electric distribution companies face the same market forces as PPL Electric Utilities,” PPL said in a statement. Each Pennsylvania utility follows a different PUC-regulated plan for procuring energy from power generators, and those forces can include rising nuclear power costs in some regions, which explains why some customers are absorbing the hit sooner rather than later, it said.

There are ways customers can mitigate the impact. Utilities offer a host of programs and grants to support low-income customers, and some states are exploring income-based fixed charges to address affordability, and they encourage anyone struggling to pay their bills to call the utility for help. Customers can also control their costs by conserving energy. It may be time to put on a sweater and weatherize the house.

Peco recently introduced time-of-use rates — as seen when Ontario ended fixed pricing — that include steep discounts for customers who can shift electric usage to late night hours — that’s you, electric vehicle owners.

There’s also a clever opportunity available for many Pennsylvania customers called the “standard offer” that might save you some real money, but you need to act before the new charges take effect on Dec. 1 to lock in the best rates.

Why are the price hikes happening?
But first, how did we get here?

Energy charges are rising for a simple reason: Fuel prices for power generators are increasing, and that’s driven mostly by natural gas. It’s pushing up electricity prices in wholesale power markets and has lifted typical residential bills in recent years.

“It’s all market forces right now,” said Nils Hagen-Frederiksen, PUC spokesperson. Energy charges are strictly a pass-through cost for utilities. Utilities aren’t allowed to mark them up.

The increase in utility energy charges does not affect customers who buy their energy from competitive power suppliers in deregulated electricity markets. About 27% of Pennsylvania’s 5.9 million electric customers who shop for electricity from third-party suppliers either pay fixed rates, whose price remains stable, or are on a variable-rate plan tied to market prices. The variable-rate electric bills have probably already increased to reflect the higher cost of generating power.

Most New Jersey electric customers are shielded for now from rising energy costs. New Jersey sets annual energy prices for customers who don’t shop for power. Those rates go into effect on June 1 and stay in place for 12 months. The current energy market fluctuations will be reflected in new rates that take effect next summer, said Lauren Ugorji, a spokesperson for Public Service Electric & Gas Co., New Jersey’s largest utility.

For each utility, its own plan
Pennsylvania has a different system for setting utility energy charges, which are also known as the “default rate,” because that’s the price a customer gets by default if they don’t shop for power. The default rate is also the same thing as the “price to compare,” a term the PUC has adopted so consumers can make an apples-to-apples comparison between a utility’s energy charge and the price offered by a competitive supplier.

Each of the state’s 11 PUC-regulated electric utilities prepares its own “default service plan,” that governs the method by which they procure power on wholesale markets. Electric distribution companies like Peco are required to buy the lowest priced power. They typically buy power in blind auctions conducted by independent agents, so that there’s no favoritism for affiliated power generators

Some utilities adjust charges quarterly, and others do it semi-annually. “This means that each [utility’s] resulting price to compare will vary as the market changes, some taking longer to reflect price changes, both up and down,” PPL said in a statement. PPL conducted its semi-annual auction in October, when energy prices were rising sharply.

Most utilities buy power from suppliers under contracts of varying durations, both long-term and short-term. The contracts are staggered so market price fluctuations are smoothed out. One utility, Pike County Power & Light, buys all its power on the spot market, which explains why its energy charge will surge by 50% on Dec. 1. Pike County’s energy charge will also be quicker to decline when wholesale prices subside, as they are expected to next year.

Peco adjusts its energy charge quarterly, but it conducts power auctions semi-annually. It buys about 40% of its power in one-year contracts, and 60% in two-year contracts, and does not buy any power on spot markets, said Richard G. Webster Jr., Peco’s vice president of regulatory policy and strategy.

“At any given time, we’re replacing about a third of our supplied portfolio,” he said.

The utility’s energy charge affects only part of the monthly bill. For a Peco residential electric customer who uses 700 kWh per month, the Dec. 1 energy charge increase will boost monthly bills by $2.94 per month, or 2.9%. For an electric heating customer who uses about 2,000 kWh per month, the change will boost bills $8.40 a month, or about 3.5%, said Greg Smore, a Peco spokesperson.

India now generates around 1,160.1 billion units of electricity in financial year 2017, up 4.72% from the previous year, and amid surging global electricity demand that is straining power systems. The country is behind only China which produced 6,015 terrawatt hours (TWh. 1 TW = 1,000,000 megawatts) and the US (4,327 TWh), and is ahead of Russia, Japan, Germany, and Canada.


 

India’s electricity production grew 34% over seven years to 2017, and the country now produces more energy than Japan and Russia, which had 27% and 8.77% more electricity generation capacity installed, respectively, than India seven years ago.

India produced 1,160.10 billion units (BU) of electricity–one BU is enough to power 10 million households (one household using average of about 3 units per day) for a month–in financial year (FY) 2017. Electricity production stood at 1,003.525 BU between April 2017-January 2018, according to a February 2018 report by India Brand Equity Foundation (IBEF), a trust established by the commerce ministry.

With a production of 1,423 BU in FY 2016, India was the third largest producer and the third largest consumer of electricity in the world, behind China (6,015 BU) and the United States (4,327 BU).

With an annual growth rate of 22.6% capacity addition over a decade to FY 2017, renewables beat other power sources–thermal, hydro and nuclear. Renewables, however, made up only 18.79% of India’s energy, up 68.65% since 2007, and globally, low-emissions sources are expected to cover most demand growth in the coming years. About 65% of installed capacity continues to be thermal.

As of January 2018, India has installed power capacity of 334.4 gigawatt (GW), making it the fifth largest installed capacity in the world after European Union, China, United States and Japan, and with much of the fleet coal-based, imported coal volumes have risen at times amid domestic supply constraints.

The government is targeting capacity addition of around 100 GW–the current power production of United Kingdom–by 2022, as per the IBEF report.


 

Electricity generation grew at 7% annually

India achieved a 34.48% growth in electricity production by producing 1,160.10 BU in 2017 compared to 771.60 BU in 2010–meaning that in these seven years, electricity production in India grew at a compound annual growth rate (CAGR) of 7.03%, while thermal power plants' PLF has risen recently amid higher demand and lower hydro.

 

Generation capacity grew at 10% annually

Of 334.5 GW installed capacity as of January 2018–up 60% from 132.30 GW in 2007–thermal installed capacity was 219.81 GW. Hydro and renewable energy installed capacity totaled 44.96 GW and 62.85 GW, respectively, said the report.

The CAGR in installed capacity over a decade to 2017 was 10.57% for thermal power, 22.06% for renewable energy–the fastest among all sources of power–2.51% for hydro power and 5.68% for nuclear power.

 

Growing demand, higher investments will drive future growth

Growing population and increasing penetration of electricity connections, along with increasing per-capita usage would provide further impetus to the power sector, said the report.

Power consumption is estimated to increase from 1,160.1 BU in 2016 to 1,894.7 BU in 2022, as per the report, though electricity demand fell sharply in one recent period.

Increasing investment remained one of the driving factors of power sector growth in the country.

Power sector has a 100% foreign direct investment (FDI) permit, which boosted FDI inflows in the sector.

Total FDI inflows in the power sector reached $12.97 billion (Rs 83,713 crore) during April 2000 to December 2017, accounting for 3.52% of FDI inflows in India, the report said.

Power supplier, Griddy, told all 29,000 of its customers that they should switch to another provider as spot electricity prices soared to as high as $9,000 a megawatt-hour. Griddy’s customers are fully exposed to the real-time swings in wholesale power markets, so those who don’t leave soon will face extraordinarily high electricity bills.

“We made the unprecedented decision to tell our customers — whom we worked really hard to get — that they are better off in the near term with another provider,” said Michael Fallquist, chief executive officer of Griddy. “We want what’s right by our consumers, so we are encouraging them to leave. We believe that transparency and that honesty will bring them back” once prices return to normal.

Texas is home to the most competitive electricity market in America. Homeowners and businesses shopping for electricity churn power providers there like credit cards. In the face of such cutthroat competition, retail power providers in the region have grown accustomed to offering new customers incredibly low rates, incentives and, at least in Griddy’s case, unusual plans that allow customers to pay wholesale power prices as opposed to fixed ones.

The ruthless nature of the business has power traders speculating over which firms might have been caught short this week in the most dramatic run-up in spot power prices they’ve ever seen, and even talk of a market bailout has surfaced.

Not all companies are asking customers to leave. Others are just pleading for them to cut back to reduce blackout risks during extreme weather.

Pulse Power, based in The Woodlands, Texas, is offering customers a chance to win a Tesla Model 3, or free electricity for up to a year if they reduce their power usage by 10% in the coming days. Austin-based Bulb is offering $2 per kilowatts-hour, up to $200, for any energy customers save.

Griddy, however, is in a different position. Its service is simple — and controversial. Members pay a $9.99 monthly fee and then pay the cost of spot power traded on Texas’s power grid based on the time of day they use it. Earlier this month, that meant customers were saving money — and at times even getting paid — to use electricity at night. But in recent days, the cost of their power has soared from about 5 to 6 cents a kilowatt-hour to $1 or more. That’s when Fallquist knew it was time to urge his customers to leave.

“I can tell you it was probably one of the hardest decisions we’ve ever made,” he said. “Nobody ever wants to see customers go.”

Griddy isn’t the only one out there actively encouraging its customers to leave. People were posting similar pleas on Twitter over the holiday weekend from other Texas utilities and retail power providers offering everything from $100 rebates to waived cancellation fees as incentives to switch.

Customers may not even be able to switch. Rizwan Nabi, president of energy consultancy Riz Energy in Houston, said several power providers in Texas have told him they aren’t accepting new customers due to this week’s volatile prices, while grid improvements are debated statewide.

Hector Torres, an energy trader in Texas, who is a Griddy customer himself, said he tried to switch services over the long weekend but couldn’t find a company willing to take him until Wednesday, when the weather is forecast to turn warmer.

Job losses associated with the COVID-19 crisis have wiped out the past five years of workforce growth in the solar energy field, according to a new industry analysis.

The expected June 2020 solar workforce of 188,000 people across the United States is 114,000 below the pre-pandemic forecast of 302,000 workers, a shortfall tied to the solar construction slowdown according to the Solar Energy Industries Association, which said in a statement Monday that the solar industry is now losing jobs at a faster rate than the U.S. economy.

In Massachusetts, the loss of 4,284 solar jobs represents a 52 percent decline from previous projections, according to the association’s analysis.

The national 38 percent drop in solar jobs coincides with a 37 percent decrease in expected solar installations in the second quarter of 2020, and similar pressures have put wind investments at risk across the sector, the association stated. The U.S. is now on track to install 3 gigawatts of new capacity this quarter, though subsequent forecasts anticipated solar and storage growth as investments returned, and the association said the decrease from the expected capacity is equivalent to the electricity needed to power 288,000 homes.

“Thousands of solar workers are being laid off each week, but with swift action from Congress, we know that solar can be a crucial part of our economic recovery,” with proposals such as the Biden solar plan offering a potential policy path, SEIA President and CEO Abigail Ross Hopper said in a statement, as recent analyses point to US solar and wind growth under supportive policies.

Subsequent data showed record U.S. panel shipments as the market rebounded.
