We are currently seeking an energetic, collaborative individual to join our team as a Complex Regulatory Advisor in the Application Policy & Conservation department. In this role, you will be responsible for managing the processing of utility applications, undertaking application policy development, and overseeing technical projects related to energy conservation and other topics.

This is an exciting opportunity for an individual with knowledge of how utilities are regulated and an interest in assisting the OEB to achieve its vision of protecting the long-term integrity of the Province’s energy system so that Ontarians – today and in the future – have access to reliable energy at a reasonable cost.

 

POSITION OVERVIEW

  • Reviews utility applications and evidence to identify issues, develop interrogatories and support materials (e.g. briefing notes, cross examination questions), and prepare submissions as part of the OEB’s adjudicative process
  • Provides in-depth analysis and advice on topics including, but not limited to, finance, accounting, economics, regulatory policy, system planning, engineering, energy efficiency and climate change
  • Assist with the adjudicative procedural aspects (e.g. notices, procedural orders, decisions, oral hearing schedules)
  • Collaborate and coordinate with groups and individuals internal and external to the OEB, including, but not limited to, subject matter experts (SMEs), the OEB’s legal department, Board Members, and intervenors
  • Support the development of policies related to electricity and natural gas applications by conducting policy research and preparing presentations, reports, and other documentation with policy recommendations
  • Plan and coordinate stakeholder sessions and/or working groups
  • Procure and manage consultants with assistance from the OEB’s procurement group, including defining project scope, evaluating consultant proposals, providing consultants with guidance and data, reviewing and providing feedback on deliverables, and ensuring the work is successfully completed on-time and on-budget
  • Monitor the energy and regulatory policy environment, including legislation and regulations
  • Represent the organization in external forums and venues

 

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Undergraduate degree in, but not limited to, Finance, Economics, Business Administration or Engineering along with;
  • 5+ years’ experience managing projects with financial, accounting, economic, regulatory, policy, utility, and/or conservation-related aspects
  • 5+ years’ experience working in a regulated industry, electricity and/or gas utility experience preferred
  • Experience with technical aspects of conservation and/or utility regulation is required
  • Previous experience managing external resources is an asset, e.g. SMEs and/or Consultants
  • Knowledge of Ontario Energy Board Act and related legislation, and familiarity with utility rate applications and regulatory proceedings is an asset
  • Experience organizing and/or participating in policy consultations with stakeholders
  • Strong working knowledge of Microsoft Office (Excel, Word and PowerPoint)
  • Excellent verbal & written communication skills that cater to all levels in the organization
  • Experience in the energy industry is a definite asset
  • Graduate degree or professional designation is an asset
