The licence requires Ontario Power Generation (OPG) to complete the improvements and upgrades specified by the CNSC. OPG must then obtain the approval of CNSC staff before restarting each unit and before each increase in reactor power. The Commission also requires OPG to report on the progress of the return to service every six months and prior to the restart of each unit. These reports will be made in public proceedings before the Commission.
During the public hearings, the Commission considered written material and presentations from Ontario Power Generation, CNSC staff, and intervenors. The Commission concluded that OPG is qualified to operate this facility and, with the required improvements and upgrades, will make adequate provision for the protection of the environment, the health and safety of persons, and the maintenance of national security and measures required to implement Canada's international obligations.
