Manitoba Energy Minister Tim Sale was in Ottawa in a bid to get federal cash for ethanol plants and new hydro projects.

Federal Environment Minister David Anderson announced he had plans to have a blueprint for Ottawa's climate change plan signed by the end of March.

Sale says that time frame could put Manitoba at the front of the line because of its readiness.

"He will meet with Anderson to discuss the bilateral plan Ottawa plans to sign individually with each province to meet each province's needs to implement the Kyoto accord.

Manitoba was the first province to have a climate change plan in place.

It includes selling more hydroelectric power to other provinces and the US, developing an ethanol industry, and using methane gas from Winnipeg's landfills as an energy source.
