Cost Engineer (6033)

The Company
Our client is Alberta’s transmission leader, owning and operating 11,600 kilometres of transmission lines and approximately 300 substations. On April 30, 2002 our client assumed control of Alberta’s largest transmission system (previously owned by TransAlta), marking the beginning of a new era in the Canadian electricity industry. With the completion of this transaction, their newly established company became the first independent transmission provider in Canada.

Over the years, our client has succeeded in building stronger communities by supporting programs that have ties to their investment priorities. They will continue to do so by using their technological resources, financial strength, and human capital to invest in innovative programs.

The Function
Reporting to the Manager, Projects Controls and Support, you will develop, monitor and report on project costs and cost performance from the early conceptual phase of capital projects through to the engineering, construction and commissioning phases of high voltage transmission line and substation development projects.

Your responsibilities will include the following:

· Analyze historical project cost information and provide cost forecasts and estimates during project development and budgeting.
· Evaluate contract change submissions, requests for extra work and prepare the pertinent validation estimates to support the Project Managers.
· Provide analysis of cost factors at the macro and local level and monitor historical cost factor database.
· Provide support in compiling project estimates in Work Breakdown Structure format.
· Support the Project Managers in the analysis of project risk & advice on associated contingency allowance.
· Advise Project Managers on the project budget/forecast, for construction based on productivity analyses, trends and changes.
· Support Project Controls in the maintenance of earned value analysis.
· Co-ordinate the annual preparation of the 5-year Capital Plan.
· Implement and maintain mechanisms to support risk management.
· Mentor and give direction to Project Controls Analysts and Conceptual Engineers.
· Develop and maintain the project cost performance database.

The Individual
The successful candidate should possess the following:

· An Engineering degree, preferably in Electrical Engineering.
· Certified as a cost engineer. AACE is preferable.
· Registered or eligible for membership with ASET or APEGGA.
· Eight years of cost engineering and estimating experience relating to large capital projects.
· Knowledge of and experience with computerized cost management and control systems.
· Knowledge in use of SAP is preferred.
· Effective report writing and presentation skills.
· Knowledge in project management procedures and planning.
· Proficient in the use of Microsoft Office Suite.
